This is an issue which affects some, but not all, Paypal accounts. It appears only to affect accounts created after a certain date. It's Paypal's own rule so it's not something we can do much with, but you can easily get around it by cancelling your monthly membership, then setting up a brand new annual membership (as opposed to simply upgrading).
Paypal won't let me upgrade from monthly to annual. It tells me I can't alter my subscription by more than 20%. What do I do? Print
